This proposal is to cancel Runtime 2402 on Moonriver within the next 24 hours due to issues during testing. These issues will be corrected in a subsequent Runtime 2403 and will roll out on both Moonbeam and Moonriver.

Since the issues were discovered prior to the upgrade completing, they had no impact on the network. Runtime 2403 brings many valuable new features such as Vote Delegation and ERC20-XCM Transfer. Timing on Runtime 2403 will be announced shortly.

Cancel an ongoing referendum.

- `origin`: must be the `CancelOrigin`.
- `index`: The index of the referendum to be cancelled.

Emits `Cancelled`.

- There is a proposal to cancel a program called Runtime 2402 on Moonriver.
- There were some problems with the program during testing, but they will be fixed in a new program called Runtime 2403.
- The new program will have new features like Vote Delegation and ERC20-XCM Transfer.
- The problems with the old program did not affect the network.
- The timing for the new program will be announced soon.
