The Moonbeam Foundation is launching the [Orbiters Program](https://moonbeam.foundation/news/moonbeam-orbiters-program/) as another option for collators to participate in supporting the network and ensuring the collator pool is decentralized and operating at a high level of performance.  

This proposal performs a few actions to this support the program: 
* Sets the default bond for the program to be 400 MOVR. 
* Increase the collator active set by 8, bringing the total to 72 to account for the new orbiter pool accounts.  
* Adds 8 new collator accounts into the orbiter’s pool.  These are the collator accounts which will contain all the individual orbiter accounts.

Please note that the Moonbeam Foundation has funds set aside to ensure these new collators get into the active set.  This is not a “typical” pool increase, as the Foundation will actively back these new accounts.

Data Backup Type Adjustment: Changed backup methods for cost savings.

Service Log Adjustment: Implemented a self-hosted log center for better monitoring and reduced costs.

Send a batch of dispatch calls.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then call are dispatch without checking origin filter. (This includes
bypassing `frame_system::Config::BaseCallFilter`).

This will return `Ok` in all circumstances. To determine the success of the batch, an
event is deposited. If a call failed and the batch was interrupted, then the
`BatchInterrupted` event is deposited, along with the number of successful calls made
and the error of the failed call. If all were successful, then the `BatchCompleted`
event is deposited.
